General Description

The Project Director, Gateway to College position provides leadership/oversight, coordination, direction and vision for the Gateway to College program – a dual enrollment re-engagement accelerated high school program serving youth who are off-track to graduation. The Project Director works closely with the College, School District offices/personnel, Gateway National Network, local advisory board and the grant funder (if funded externally) to design and implement a learning experience aligned with the Gateway to College National Network design, providing students an opportunity to earn a high school diploma while simultaneously earning college credits. This position assumes the primary leadership role in establishing and maintaining a culture of high behavioral, social-emotional and academic expectations for all students; managing and supporting all Gateway staff to effectively support students and operate the program; overseeing the recruitment and enrollment of Gateway students; serving as the primary face/voice of the Gateway program to community constituents and stakeholders; and representing the Gateway program with excellence and professionalism at all times.

Specific Responsibilities

• Provide overall planning, implementation and leadership for the Gateway to College program operation and direction.

• Create a friendly, collegial and supportive atmosphere for students, faculty, staff and the public.

• Establish/foster a climate of student success for the Gateway to College program.

• Establish and maintain collaborative relationships with Gateway National Network, local advisory council, business, labor, industry and governmental agencies, and community organizations to include the facilitation of quarterly meetings (or as assigned by Dean) with the local advisory council, sharing data and informing them of program and student outcomes.

• Oversee the planning, development, implementation and evaluation of programs in compliance with the project contract.

• Oversee the hiring and evaluation of all program personnel; plan, implement and manage the organization of department work units.

• Oversee the orientation process for new staff; lead the organization and implementation of staff development workshops and activities.

• Write and negotiate contracts with program partners such as the local school district, private industry, and other organizations in collaboration with the Dean.

• Collaborate with funder and relevant partners/organizations to design, implement and oversee program model and curriculum.

• Compile and submit reports on program accomplishments and activities as required by the contract and Dean.

• Prepare and monitor program budgets and cost allocation formulas; ensure the economical and effective use of the financial resources of Gateway to College and the accuracy of budget reports.

• Administer data regarding program outcomes, safeguarding for accuracy.

• Provide primary leadership in the design and implementation of the Gateway to College outreach, recruitment, student orientation and selection processes.

• Maintain knowledge of current developments and initiatives related to effective methods of servicing the needs of the “off-track to graduation” student population.

• Maintain sensitivity, understanding and respect for a diverse academic environment, inclusive of students, faculty, and staff of varying social, economic, cultural, ideological, and ethnic backgrounds required.

• Other duties as assigned.

Minimum Qualifications

• Master’s degree in Education, Counseling, Psychology or related field required. Any and all degree(s) must be from a regionally accredited institution of higher learning.

• Demonstrated proficiency/experience in secondary years’ instruction and effective implementation of instructional supports required.

• Two (2) years’ experience of successful program management to include providing visionary leadership of students and staff and establishing a culture of high behavioral, social-emotional and academic expectations required.

• Previous experience in grant and contract administration required.

• Previous experience in management and supervision of staff and budget management required.

• Excellent interpersonal skills, oral and written communication skills required.

• Strong computer skills, including demonstrated proficiency in Microsoft Word, PowerPoint and Excel.

Preferred Qualifications

• Post-Master’s course work or Doctorate degree preferred.

• PA State or National Instructional certification in secondary years in a literacy or numeracy content area and/or PA State school administrator’s certification preferred.

• Experience in community outreach and knowledge of social service systems preferred.

• Demonstrated proficiency/experience in effective program planning for off-track-to-graduation students and knowledge of K-12 curriculum standards, Common Core Standards and experience with curriculum development and implementation strongly preferred.
